Lo “colonial” no está en la naturaleza del ELA, sino en la naturaleza de funcionarios errando, en manipuladores, en mentes colonizadas y en administraciones desviadas del buen camino. En el tiempo de Luis Muñoz Marín se confirmó la capacidad creadora y de progreso del ELA, y en el tiempo de Rafael Hernández Colón se confirmó la capacidad de internacionalización y crecimiento con el ELA. Procede promover que se regrese al espíritu de lo establecido por el presidente John. F. Kennedy en el Memorando del 25 de julio de 1961: “Because of the importance and significance of Puerto Rico in the relations of the United States with Latin America and other nations, it is essential that the executive departments and agencies be completely aware of the unique position of the Commonwealth, and that policies, actions, reports on legislation, and other activities affecting the Commonwealth should be consistent with the structure and basic principles of the Commonwealth”.
